General and Public Administration for Public Service Exams

This course is for Brazilian public service exams (concursos públicos) and the lessons are taught in Portuguese. General and Public Administration combines management theory with the rules of the Brazilian public service, and exam boards test both in the same exam. The course starts from zero with Professora Helena and follows what the official exam notices ask for. Part one covers the evolution of management thought and the models of public administration, from the classical and bureaucratic approaches to contingency theory, and from patrimonialism to managerial public administration. Part two is strategic planning: mission, vision, SWOT analysis, planning levels, objectives, indicators and the Balanced Scorecard. Part three is people management and organizational behavior: competencies, performance appraisal, motivation, leadership, climate, culture, conflict and change. Part four is processes, projects and quality: process mapping and improvement, project management, agile methods, quality tools and organizational structure. The last part is governance, risk and integrity under Brazilian federal rules: risk management, internal and external control, transparency, digital government and partnerships with civil society. The questions follow the exam-board style, with True or False and multiple choice, and every answer is explained under the law in force.
