Constitutional Law for Public Service Exams

This course is for Brazilian public service exams (concursos públicos) and the lessons are taught in Portuguese. Constitutional Law appears in the exam notices for courts, police forces and legislative houses, and exam boards test the text of the Constitution almost word for word. This course starts from zero and organizes the subject with Professora Helena, always from the text of the 1988 Brazilian Constitution in force today, including the most recent amendments. Part one is the Constitution and its norms: fundamental principles, constituent power, amendments and entrenched clauses, and how constitutional norms apply. Part two is fundamental rights and guarantees: article 5, the constitutional writs, social rights, nationality, political rights and parties. Part three is judicial review: diffuse and concentrated control, the ADI, ADC, ADO and ADPF actions, who can file them and what the decision does. Part four is the organization of the State and Public Administration: the Union, States, Federal District and Municipalities, their powers, federal intervention and the rules of article 37. The last part is the branches of government and the functions essential to Justice: the legislative process, provisional measures, the President, the Judiciary, the Public Prosecutor's Office, the Bar and the Public Defender's Office. The questions follow the exam-board style, with True or False and multiple choice, and every answer cites the article behind it.
